ENVIRONMENTAL AND GEOLOGICAL SERVICES:
All types of projects requiring environmental and geological management services have several things in common. Typically these projects consist of a property which has suspect or present environmental concerns from past uses. These properties need to meet environmental regulatory clean up levels before the property can be integrated into a new or upgraded use. The Zell Environmental division has the talent and experience to provide leading edge, turn key services to take these sites from stalemate to sustainable use. The environmental services include assessment and investigation, plans and specifications and third party oversight of hazardous materials and wastes. With the Zell Staff on-board, regulatory compliance can be achieved. The geologists can conduct both intrusive and nonintrusive subsurface investigations of these sites to provide all scientific data required for environmental clearance. A brief list of the services offered by Zell is provided below:
• Environmental Site Assessments
Environmental Site Assessments (ESA) are studies conducted to document “due diligence” on properties with a potential history of environmental concerns from past uses. The Zell staff can provide the qualified individuals to prepare and access Phase I, II and III ESA’s to meet virtually all standards, including the most current American Standard and Testing Materials (ASTM) standards. Zell geologists and scientists can provide the soil and groundwater expertise to carry out Phase III or other site assessments necessary to move contaminated sites from the investigation stage into the remediation phase of site development.
• Brownfield/Pennsylvania Act 2 Land Recycling Assessments
Brownfield sites are typically valuable former industrial properties which remain nonproductive due to potential environmental contamination and have regulatory requirements precluding sustainable development. Brownfield initiatives and the Pennsylvania Act 2 Land Recycling regulations have been created to move these sites from unused to useful. The Zell environmental division and geologists can be relied upon to provide the professional services for the investigation, assessment and regulatory process to bring these sites into compliance in the most timely and cost efficient manner.
• Storage Tank Services
Underground Storage Tanks (USTs) that are not in regulatory compliance are major obstacles in site development. Sites with a history associated with past uses of USTs and without appropriate closure documentation require investigative services to determine and document the presence of remnant tanks and associated contamination. Zell geologists can utilize nonintrusive methods of determining the presence of abandoned USTs and can determine the extent and concentration of associated contamination in soil and groundwater. The Zell geologists can also supervise the testing, removal and remediation of abandoned USTs and provide the appropriate regulatory documentation required to give the site a “clean bill of health”.
• Geologic Services
The staff has the certifications and experience to provide geologic services for any types of environmental projects. The groundwater experts at Zell provide complete site investigations ranging from hydrogeologic studies to monitoring well installation and sampling. Investigations that require soil sampling can be completed from beginning to end using various types of drilling such as geoprobe or track/truck mounted traditional augering and coring. Careful attention is paid to important issues such as the appropriate handling and disposal of industrial wastes generated from drilling activities along with, health and safety monitoring during site activities to careful consideration to any potential subsurface cross contamination and well abandonment.
• Environmental Impact Statements
An Environmental Impact Statement (EIS) is simply described as an overall investigation and evaluation of a proposed project on the environmental factors located within a project area. The Zell environmental division can provide the expertise to locate and define all EIS environmental elements required and provide a determination of the predicted effects and propose mitigation solutions for the identified impacts. The EIS impacts for all proposed alternatives can be evaluated to provide a best all around project solution. Typical EIS “building blocks” provided by the Zell staff includes Phase I ESA, Wetland delineation, cultural and archeological resource surveys and socio-economic studies.
